You need to create a user.cfg in your Battlefield 4 main installation directory. You will make a txt file and save it as user.cfg (select all file extensions when you save).

Paste this in your user.cfg file:

GameTime.MaxVariableFps 60
PerfOverlay.DrawFps 1

I also read if you're not using V-Sync your better off setting your max fps a little higher than your monitors refresh rate to reduce tearing. So I'm set to 62 for example.

Whatever your refresh rate is set to on your "monitor properties" in windows, you should also be able to find it in the Nvidia Control Panel.

Is this only relevant for changing vsync refresh rate?

Any console commands that you can adjust, you can change here and it will change any settings in the config at launch.
